Driven by a strong commitment to public service excellence and operational efficiency, Schools Division Superintendent Manuel O. Caberte recently spearheaded a comprehensive division-wide engagement, underscoring three key pillars: strict implementation of the Quality Management System (QMS) Quality Workplace, heartfelt recognition for educators on World Teachers’ Day, and proactive readiness for El Niño.
SDS Caberte emphasized that a true Quality Management System begins with a clean, organized, and functional working environment. To streamline office operations and improve public service delivery, key directives were issued across all units:
Office Decluttering & Workplace Safety: Division personnel were instructed to clear out unnecessary clutter and organized documents beneath workstations to ensure employee comfort, safety, and mobility.
Health & Clinic Maintenance: Urged the Health and Nutrition Unit (HNU) and clinic team to conduct immediate cleanups, ensuring clinic spaces and patient areas remain spotless and fully operational.
Inventory & Resource Management: Called for updated stock cards and proper supply utilization. Excess supplies and surplus heavy-duty printers or office cabinets will be inventoried and reallocated to benefit schools in need.
Public Service Discipline: Reminded all personnel of their sworn duties as public servants, including punctual attendance at flag-raising ceremonies and strict adherence to official protocols.
Meanwhile, SDS Caberte expressed deep gratitude to all educators—both past and present—acknowledging their tireless dedication and passion. Highlighting the release of the World Teachers’ Day incentives, he shared an inspiring poem titled “Ang Guro: Bayani Kahit Walang Kapa” to honor their selfless efforts:
“Hindi lahat ng bayani ay may kapa. Ang iba ay may ID lace at lumang bag na dala. At ang superpower nila, hindi sumusuko kahit kailan.”
SDS Caberte reassured educators that their sacrifices in nurturing doctors, engineers, and future leaders do not go unnoticed.
Transitioning to environmental awareness and student-teacher safety, SDS Caberte—drawing from his background as a science teacher—warned SDO personnel and school leaders about the intensifying effects of the strong El Niño phenomenon.
He clarified that El Niño involves severe disruptions in natural weather patterns, which can bring extreme heat, sudden torrential downpours, and severe typhoons. Also, Public Schools District Supervisors (PSDSs) and school heads were urged to monitor local weather conditions closely, verify local government unit (LGU) issuances, and ensure the safety and wellbeing of students and teaching staff. Through proactive leadership, SDS Caberte continues to champion a culture of quality, care, and readiness—ensuring that our schools and administrative offices remain safe, efficient, and dedicated to serving the island division.
“Tapat na serbisyo, maayos na opisina, at pagmamahal sa ating mga guro at mag-aaral!”
