Assistant Schools Division Superintendent (ASDS) Dr. Roel T. Diamante, CESO VI, rallied officials and employees of the Schools Division Office (SDO) of Siargao during the regular Monday Morning Sharing and Flag Raising Ceremony (MMS-FC) held at the SDO Siargao Grounds on October 26, 2026.
Addressing the assembly, Dr. Diamante emphasized the vital role of unity, dedication, and high-standard service delivery in uplifting student academic performance and learning outcomes across the division. Embedding the ‘Caragold’ Framework: In his message, ASDS Diamante highlighted the regional operational framework “Caragold,” encouraging every employee to embody its three core pillars: Caraganda (Input), Caragaling (Process), and Caramazing (Output).
Caraganda): Utilizing the innate talent, skill, and dedication of all personnel to drive continuous educational improvement.
Caragaling: Calling on every role—from guidance counselor associates, nurses, Education Program Supervisors (EPS), and Public Schools District Supervisors (PSDS), to school heads, teachers, and utility personnel—to deliver their responsibilities with utmost competence and technical mastery.
Caramazing: Producing exceptional outcomes that exceed expectations, meet national standards, and satisfy the needs of learners, parents, and community stakeholders.
“Whether you are a utility staff member ensuring cleanliness or a subject supervisor delivering technical assistance, you must perform your duties to the best of your ability,” Dr. Diamante stated. “Supervisors must maintain intellectual, moral, and physical leadership to support our teachers and schools effectively.”
Call for Fast-Tracked Operations and Fiscal Responsibility.
Underlining the division’s commitment to good governance, Dr. Diamante commended the collective effort of field offices in maintaining strong financial performance, noting the region’s top national rankings in obligation and disbursement rates. He urged all division personnel, program owners, accountants, cashiers, and budget officers to fast-track remaining deliverables and revisit their Individual Performance Commitment and Review Forms (IPCRF) and Office Work and Financial Plans to ensure full calendar year execution, particularly for obligated allotments.
Preparation for National Quality Management Audit
Dr. Diamante also reminded the division to prepare for the upcoming validation visit by the Regional Office Internal Audit Services team. The audit will evaluate SDO Siargao’s readiness to implement the National Quality Management System (NQMS), ensuring streamlined administrative operations and standard-setting public service.
The activity concluded with a call to maintain transparency and public trust, reminding everyone that public servants must serve taxpayers with pride, integrity, and unwavering dedication to the learners of Siargao Island.
