In a strong push toward operational quality and accountability, the Office of the Assistant Schools Division Superintendent (ASDS) Roel T. Diamante called on all process owners and team leaders to step up efforts in office management, fund utilization, and regional competition entries.
ASDS Diamante highlighted ongoing improvements to create a more conducive, comfortable working environment for all staff. Alongside workplace enhancements, team leaders were instructed to finalize initial activity rounds in preparation for the division’s first Management Review (MR). Emphasizing client satisfaction, all personnel were reminded to stay thoroughly familiar with customer needs and expectations—as captured in the Quality Management System (QMS)—to strictly uphold the standards of the Citizens’ Charter.
Addressing fiscal performance, the office reported a 66% budget utilization rate for both current and continuing appropriations at the end of the third quarter. Marking this as a critical “orange” status on the DBM spectrum, the ASDS warned against dropping into the red zone, which signals low absorptive capacity and risks future budget reductions. Process owners were directed to process fund-utilization documents immediately—especially procurement requests, which require adequate lead time for Work and Financial Plan (WFP) approval and PMIS uploading—rather than waiting until days before activity execution.
Lastly, preparations are also underway for the division’s entries to the Regional Office’s Bulawanong Sulo. Submissions are undergoing prompt evaluation and refinement to ensure the division presents its best practices and exemplary output ahead of the deadline.
As the final quarter approaches, he reiterated the importance of proactive planning, teamwork, and dedication to serving our clients with highest efficiency and standards.
